I think I should clarify a few things. The way I'm working right now there are large radio towers and small ones. Large radio towers are strong enough to serve an entire z level and are found on the station and debris z levels. I'll toss up some diagrams and examples in a bit here.

Inter Z level communication isnt being removed at all. You just need a tower nearby to do it. High level adventure zones wont have towers on roundstart but one can be assembled on site.
