I often see Jebediah Hawkins take lead when there is no HoS around. occationally even getting promoted to "Discount HoS" or "Temp HoS" by the HoP/Cappy. And with the mentality of "Don't kill all traitors on sight" he already stands high above many sec officers. When I play AI he tends to work with me very closely and from what I have seen has great communication skills.

My experiences as an Antag arrested by Jebediah Hawkins has also been pretty darn good.
