What if you could attach harmonicas/saxs/trumpets/honks to people's faces?
It would leave them unable to communicate except in musical phrases.
Trying to speak just translates your words into a kind of scat, with some little noodled thing on the instrument.
Screaming gives a blast of that instrument.
Dancing would activate the long song samples.

alternatively it could be a wizard spell?
