Fill pipebombs directly from welding fuel tanks

I discovered yesterday that you can't use a hollowed out pipebomb frame on a welding tank to fill it, it has to be transferred to a beaker or fuel tank first. 

You also can't use a tea cup, which might need to be a separate bug report; I don't know if it only fails with a teacup or all drinks containers, but the fuel was poured on the frame instead of into it.
