Buckling two people onto the same object prevents the first from unbuckling

Hi. I was a security officer and I buckled two people into the same bed. The person that was buckled first was unable to get up afterwards; there were messages saying that they unbuckled every time they tried, but they were still unable to escape. They could not be pulled/dragged/grabbed away; later I found out that they could be grabbed and pushed into the port-a-brig and that seemed to have worked. 

The round before that I was on the escape shuttle, and someone crawled into my tile and buckled into the same seat. The same thing happened to me.
