I like this idea, ss13 needs more defensive items.
I think that chairs should become two handed items to hold now. But you can only use the special attack with it, no clicking on people. And it will have a chance to block attacks or energy bolts if you're holding it. Or maybe just the defense bonuses you mentioned. (maybe if you're facing the right direction, but I don't know if this is hard).
