Suggestions for new law modules

I really like both of those. Neither has too much potential for abuse and have a pretty clear use case. Just the other day I had to remove a criminally insane HoP from the chain of command, but didn't really know how to word it. Just telling tbe AI not to listen to him didn't seem to be enough. So I made him not human and told the AI not to follow his orders, but the AI reeeeally wanted to kill him.
