Fixing Disaster Mode

Have disasters appear at fixed intervals 10-15 minutes so it doesn't lag everything to death.

Categorize each disaster into "departments." That is, each disaster affect X departments. New disasters added must affect DIFFERENT departments, unless the previous disaster has been dealt with or all departments are "filled."

Security Disaster:
A legion of science-ghosts have invaded the station. Defend the crew at all costs!

Quartermaster/Janitor Disaster:
So we were testing our new teleportation transmission system, and it ended up cloning what we sent you-which was a monkey. And maybe a few bananas. And we MAY have accidentally dropped a time bomb in there. So, uh, have fun!
