[Minor] Enable recieving prayers by default

This is a minor gripe that I've had. Apparently admins don't usually recieve prayers because recieving prayers is off by default. This seems weird to me since it makes prayer useless if no one's even going to hear it most of the time. Thus I think it should be switched on by default and able to be toggled off if people are being annoying with it. What do you guys think?
