Minor Hacked Cigarette Machine bug

Hacked cigarette machines can only ever have a maximum of one odd cigarette packet per machine. Thanks to the random variance of hacked items, a lot of the time cigarette machines end up with zero odd cigs upon being hacked.

In the code, it chooses a number between 0 and 1. Probably a feature to stop people from abusing them.
