[ITEM ACTION] Harm intent to break bottles over heads

With the new fluids system, you can smash glasses and water balloons to leave all sorts of awful things on the floor! However, trying to smash a bottle of the nasty IPA you found next to the bartender's office over someone's head still causes you to try and have them take a sip.

Why not have it allow bottle smashing with the harm intent? In addition, vases have long been too robust for their own good and really ought to share the same reagent storing and shattering mechanics that other glass containers have.
