Allow ghosts to play VR

Dying on goon leaves one with very little to do. You just end up spending 20 minutes or so as a ghost, floating about and talking, praying that the shuttle gets called. I recently played a round where half the crew was in VR and it was an absolute blast. Why not let ghosts play VR? If you're worried about ghost telling living people who the antags are, just make ghosts mute in VR, or only able to be heard by other ghosts.

(Yes, I know you can play as a drone, but it's quite limiting. If I wanted to play Legos: Spessman Autist Edition, unbothered, I'd just play engineer.)
