Maybe because cigs can be really useful (much slower and smaller amounts than, say, IVs, which can be used to your advantage) and being able to put whatever chems in them would be too much?

You can already put any chem you want into a pill and dump it all into your bloodstream at once though.

That's not the same, though. For cigarettes, you have a slow, constant supply of chems being introduced to your body.
