Minor shoving a brain into shitty bill and SRing makes the brain control him bit is shitty

if you transfer a brain into shitty bill's body, with under 150 burn+brute, and then SR him, the person will be able to control bill like a normal person but the NPC random movement still happens and shitty bill's quotes still get said. is this a feature or a bug? i'm pretty sure shitty bill doesen't have a secondary brain instead of a heart or something.
