Yes and no to this.
Time should be a factor in cooking but it should be more like, an item moves between different cook states over time, with heat having an effect on how quickly that occurs with some other effects. You should also be able to interrupt the process or otherwise modify it at any point
So you can do things like take a steak and cook it to different degrees of doneness, or give it some high heat for a short duration to give it a sear. Someone wants their steak cooked more, toss it back on to keep cooking it.
Make a soup, but have the heat set too high and it boils over, making a mess. Or you don't stir it and you end up scalding the bottom.
Cooking then becomes more about paying attention to the cooking process and multitasking.
