Minor Tasers on burst stun at point blank

Really? I emptied a whole taser into someone (who wasn't on drugs) and they didn't collapse. Even a single shot, if it really still is on burst stun (meaning it actually delivers three shots, despite the single sound/animation), should take a normal person down, and it didn't.

edit: Okay I tested this and at point blank, a shot on burst stun *should* knock someone down, but it depletes the same amount of stamina as a shot on stun at point blank. So it's basically one shot instead of three.
