[FEATURE] Adds block and gavel

The block and gavel are two tools for a judge to use. Ideally they would be placed in the courtroom area. Whenever you use the gavel on the block, it produces a sound effect and the user will say, "Order, order in the court!" There is a cooldown on this.

The gavel has a suicide.
