The error was on my end. I believe it proceeded as follows:
When the Kudzu proceeded along the catwalk, it was forced into a 1 tile wide space that it could grow. It could only grow forwards, as the sides and back were all occupied or illegal. This means that what was once a stable macroscopic system of random spreading is now reduced to the probability of just a single kudzu tile (basically all my eggs were in one basket). It just so happened that that particular tile of kudzu was unlucky enough to become fully mature before it managed to spread. Normally this is not an issue because there are many legal tiles to spread to, and so many immature kudzus, that some of them inevitably get populated.
However, now I would like to wonder why the kudzu did not continue to grow when I trimmed it back down
