Chromosome Recycling

Chromosome grinding in Genetics is a HUGE pain, and random. Sometimes you'll get all the stabilizers you'll ever need, sometimes you get only 1/2, or NONE.

Mining generally circumvents the randomness of asteroids via the quantum telescope, however, that sort of system wouldn't work well for genetics.

My proposition is this: a "Chromosome Recycler", a t3-t4 research, that allows you to "turn in" somewhere from 3-5 chromosomes of the same type for one that you specify, i.e. trading in 3-5 Weakener for 1 Stabilizer.
