Clowngress random event

So it finally happened, the "Clowngress of the Universe and also NanoTrasen"(CUNT for short) decided to stop honking each others horns and instead do some lawmaking. This of course means headaches and anguish for everyone else. 

Suddently all crowbars are banned because one Clown Senator got pecked by a crow once and thinks crowbars are a bar for crows, or maybe all light is banned due to one Clown being hungover so now Security has to make sure the station is covered in darkness. The possible outcomes are endless when you're dealing with Clowns. 

Basically this is a new event that sorta acts like Ion storms but instead of AI laws these affect space law, suddently farting might a crime punishable by 5 minutes in the brig, or saying a sentence without the word "antiquing" being a crime on the level of corporate treason. Maybe the current Honk Minister is embarrassed by his balding head and now demands that everyone the universe must be bald?

This is mostly coming from a joke on IRC so it's not really fleshed out but whatever.

This would probably be better on LLJK1 than 2, as on 2 security cares less about enforcing space law and more about simply maintaining order and stopping bad guys. Other than that it is a great idea.

Security usually doesn't care so if it's a particularly bad law generated then most people would just ignore it, there's no obligation just an opportunity.

It gives agency to roleplayers, which is great! I've been arrested for drug possession and distribution, indecent exposure, public intoxication, public urination, littering, animal cruelty, B&E, assault and battery, resisting arrest, and some other things. It was pretty fun once they got me sober enough to speak! smile
