Have it be both. Make it findable in Belt Hell or something, and a joke item like the Fake Moustache.

If you wanna go with a movie trope, either make it give the guns unlimited ammo or make it so you can dual-wield guns.

10% is too high, with unlimited bullets you could just spam fire anyway and hit every 10 shots. 5% or less. I'm all for the idea of 0% and just running around with cool guns and scaring the shit out of people.

Maybe any gun you're carrying recharges ammo over time, proportionate to the gun you're wielding. Spackers would take like a minute per slug, whereas tasers would get a shot every 10 seconds? ...These numbers are probably horribly broken.

Maybe you'd be able to pick up gun powerups that only you can use. Spread, Fire etc.
