HOPs ATM won't dispense lottery tickets

I found a real showstopper.

You see this contraption here?
It has a button to dispense lottery tickets THAT DOESN'T WORK!
It tells me I pressed the button, but no ticket comes out. This is an outrage.

It's pretty standard procedure.
00:Command input
10:Attempt to dispense ticket.
20:If ticket is dispensed, give message "Good luck" and wait for next 00
30:If ticket is not dispensed, engage killmode
40:go to 30

HoP's ATM is pretty lame anyway. How about it's replaced with a regular or resprited regular ATM?

This still happens, but I don't think it matters cause noone plays the lottery. And only the HoP is going to use it anyway.
