Seriously, the CE starts with a cart with forensics, sec records, and ticketing, none of which relate to the CE's job.
Meanwhile the mechanics have a cart which comes with an analyser and some signalling stuff.

I agree with this. I occasionally like to scan shit for Mechanics as CE and that shouldn't require us to like, mail PDA programs to each other.
(yes I know there are dedicated device scanners but erhrhghhghhghg ruckingenur kit)

Now that you mention it a cart that could measure SMES, solar, engine, and PTL status would be useful.

The CE's cart is just a generic station head cart. Though on the other hand, he's the chief engineer. He can grab any cart he wants from the vending machine down the way, or just flash the nearest engineer and steal their PDA. Let's not forget that programs can be freely copied and sent between PDAs, too.

The CE's primary concern is the engine. A PTL control and engine monitor would go a ways toward getting people out of that tiny room during a hellburn... but that means additional coding. A CE's secondary concern is fixing a broken station, so I guess that means a t-ray scanner.. and maybe a device analyzer. Beyond that, there's not much that fits the job. The network diagnostic cart tools would be nice, but they're kinda hefty and somewhat specialized.
I don't mind having the HoP's cart, but it's kinda awkward having ticketmaster, sec records, and the forensic scanner when the CE has nothing to do with sec.
