should do a slow thing (same kinda time as handcuffing I guess?) where you force them onto the ground, maybe set their stance to rest too. For putting people down reliably but easily got away from so you don't have to stand there slapping at them for ten minutes while they passively block you cause the person went to get a sandwich and left themselves on disarm.

Nope.
If disarm intent is on, then they'll parry the grab.
And grab wouldn't really do anything unless your going for a chokehold/piledriving, which is rather rude, or tabling, which less rude but less likely due to it relying on tables.
