Since genetics can scan a guy and determine whether or not they're still cloneable, why not give robotics a portable version of that.
I don't even know what you would call it but basically a thing that says "This person has zero brain activity remaining and can't be brought back.
It would be so much easier then borging someone to find out that they didn't want to be borged or they aren't actually playing.
Maybe you could call it an EEG scanner, and let the roboticists make and distribute them for scanning dead people for viability. You could either get the reagent scanner for determaning chemicals, or the eeg scanner for determining brain wave stuff and clone/borgability.
