I don't know an easy way to not make cigarettes a deathtrap doing this. but jumpsuits, credits, and all that can already be set ablaze on the floor. hell, you can put on a flaming jumpsuit and it works fine, besides burning shortly afterwards. This makes no sense as it stands, and adding this functionality would lead to "fun" times.
