While somewhat inconvenient, you can always just copypaste each law into the text box individually.

Also, don't you also have a state laws button and a button that lets you deactivate a law from being stated, allowing you to state the three laws you have and not a fourth, I don't see an issue here.

i think the problem is that if laws 1-3 are edited during an ion storm in any way, the "state laws 1-3" states the normal, unedited versions of the 3 laws.
