Currently, Wraith only spawns in Mixed with a 10% chance. With mixed being the (if I recall correctly) rarest game mode as-is, this means we don't get to see Wraith much at all, which is a damn shame with it being so fun. What I propose is making Wraiths appear in Traitor and Changeling rounds with a 5% (or lower) chance, and maintain the 10% chance in Mixed.

Give wraith an 20-30% chance of occurring in the next round if the last round had a high death toll in anything but nuke.
Kinda like how doing the solarium wrong creates a disaster round.
Like someone is very unhappy that they got murdered, or the dangerously effective traitor is reincarnated as something truly evil.

This could be nice but I feel like this would encourage rampages for additional antag chances

I am slightly opposed to this as I feel this might cause it to run itself into the ground. But, we can give it a test go and see what reactions we'll get. I'll add these rates during ze holidays.
