Broken Light Bulbs/Tubes in telesci locations etc.

Hey guys, this is probably already known/wont fix, but I can't change broken light bulbs/tubes in most places outside the station, I CAN replace ones that are not broken, this makes no sense, please fix it if possible.

This is useful if you want to restore places like the diner or are in construction mode, please fix it if you can, thanks!
