Basically just a spell that summons a random critter from the list of critters. Could be a monkey, could be a yeti, could be an ice spider! The catch: it's hostile to the wizard too.
This seems like a good way to make a lot of the critters that never show up normally get some exposure.

only make it hostile if the wiz doesn't have his staff
for added fun the critters not hostile to whoever's wearing wizard robes

This should have a large chance of summoning one of a wide variety of useless creatures (I.E. 1-5 cockroaches, a rabbit, an amusing duck, george, cats, lions, cluwnespiders, cluwnes (they are basically animals)), hell, maybe you admins could code in a few more useless and harmless mob animals just for this.

And obviously, the Staff of Cthulhu should make the spell summon stronger things, up to and including those eldritch things that flay you. Although to balance that, maybe the cooldown time on the spell should vary depending on what was randomly summoned.
Oh, and about those "harmless" creatures. They should sometimes spawn with diseases, which can be spread through biting.

There are a LOT of critters that don't normally spawn and are dangerous, such as xenomorphs and those blood things.
