I'm pretty sure that's because people were being shit and using custom emotes to talk to get around the effects of the stuff.

It paralyzes you, so it kinda does make sense...what doesn't really is the ability for you to continue moving around and picking things up.

But yeah,it's so you can't custom emote your way out of things.

I still see this quite a bit, people blatantly using the *custom emote to communicate when incapacitated.
