This is intended to be a replacement for stowaway/jailbird. TLDR you spawn in like stowaway with antag status and items related to your backstory

Overall, pretty interesting. 

Sort of like a more volatile and action focused sleeper agent. 

Now, pending on the likelihood of appearing, is main factor regarding the concern of Antag-Fishing (I have no idea if people actually do this consistently) 

I haven't played on Classic for like 2 years and on RP most mid round antags have been disabled. 
Something this could address, and I'm no security main so any might correct me on that, but it feels like especially on RP that there are rounds with security battling only the gnarliest boredom. 

The only core issue I "might" could speculate on, being the difficulty of the "What now?" the moment security catches them, do they execute an armed threat? 
Banishment and boredom at the diner? 
But once it has been around for some time, security especially under a HoS should be able to engage regularly on the promising RP basis.

EDIT: I forgot to ask, could at some point, like 15 minutes after spawning, security get a print out/PDA/announcement about it? Since they aren't supposed to just do nothing and hide by just sitting at the Bar till shift end. Security could then start a manhunt and get a clear task at hand.

Personally it depends, they're meant to be pretty diverse in their stealth and aggressiveness and require you to deal with them differently. For example hopefully the TTV guy has enough leverage to just walk around the station trying to get a job as MDir, while the person whose mindhacked 2 command members probably deserves a more aggressive approach.

I didn't mention it in the design doc but I do want the jailbird "print out a wanted poster everywhere". An alert is something I think would be good but still unsure how the best way to do that would be

Oh yeah TTV, 
that won't work well even on RP, I really tried it a few times.
But never underestimate how suicidal our grey shirts are, at the slightest chance they throw themselves onto you immediately for the sweet release of death. 
So leverage could be difficult with it.

hey I think it'd be cool if there was an outlaw antagonist if they're gonna spawn with the lesser seen guns and weapons from stuff like gangs

I've nothing against the idea but I could see how a static set of antag items for each crime could be learned by security over time and exploited to know what to expect based off just the wanted report itself.
