Sometimes their goal is to spend the entire round making engineering install and expensive teleport hallway transit system nobody will ever use. When water is on the ground and the temprature is too low (freezing point technically) via a space breach or messing with chemicals.
The water freezes.
If the water is too high (like you are swimming) you are frozen in a cube.

Simple really. The ice doesn't melt or thaw right away like cryokineses, but remains there until you use some sort of heat on it. (Good ole welders can melt it instanlty)
