About the PR
Replaces civilian headsets from staffies and some gimmick roles and replaces them with general radio headsets.
Why's this needed?
Staffies help all departments, not really just civvies (the least if anything from my experience). If the average joe doesn't have access to this frequency civvies that do have it may value it more.

I don't see any reason to take these away from staff assistants.

For some context, staff assistant having civ radio access is a relatively new change that happened roughly two years ago (see #7545). There were a few nations rounds, and as part of this they gave staff assistants civ access. It was realized that this behavior is just more fun for regular gameplay and thus was made standard. Before this change, civillian channel was basically never used, with this change it gets used more and opens up more ways for staff assistants to assist the staff. Regressing this change seems like a step in the wrong direction.

Civ radio is already barely used, not a fan of this change. As a janitor, it's usually staffies who end up reporting messes to me over the civ radio anyways since they're out and about. Also not sure what the "few gimmick" jobs is referring to as it isn't specified, but most of them feel like they'd benefit from civ radio if they don't already have a specific department like medical specialists. Stuff like boxers or musicians benefit from civ radio for coordinating events and stuff.

The gimmick jobs were lawyer and attorney. More associated with sec but that frequency's guarded for a reason.

Eh, there‘s no harm in keeping the civvie frequency away from staffies. As mentioned before in this thread, they can help with messes or just chat with their fellow civilians. Your point of “Maybe those who have it will value it more when staffies can’t access it” is rather weak. What’s the value of the channel, exactly? Reducing the amount of people you can talk to wouldn’t add to it. During louder shifts, the civvie channel is useful for communicating things that would be lost in the general chat. So if there’s no real reason for it to be removed, don’t remove it, simple as.
