Since the joke here it's pee-pods, makes more sense that golden pea pods contain actual piss instead of pure ammonia

Balance, wise, pure ammonia is a bit too strong as botanists can do instant-grow plants with little effort. Making them need a extra reaction would make it more interesting.

If the specific problem is piss-tomatos, and not the potential of mass-producing saltpeter, maybe make the peas instead distill into urine? I don't know bad that would be for balance compared to the current methods of saltpeter production.

Ammonia is not at all a problem in botany. There is nothng wrong with fast growing plants and you hardly ever see anyone grow golden peas to use the ammonia for that purpose.

Having urine instead of ammonia would in fact reduce the amount of funny splice interaction in botany. All it would do is make it very easy to make a huge quantity of piss. I do not believe it would be a good idea.
