Minor Foam deletes floor-water

Any amount of foam juice (fluorosurfactant) applied to a pool of water (say from inviting the ocean to crash in your seabase) will instantly react with all of that water, removing the water and making a spurt of foam somewhere in the former flood.

To reproduce: Flood room, dump foam juice in flood, room dries up.
