Make firefighting foam only stoppable by walls and windows.

Crates, closed cabinets, canisters and that sort of junk shouldn't block fire fighting foam from extinguishing the fire.
And machinery like vending machines, SMES and computers shouldn't stop that tile from ever being extinguished.
There's just a whole bunch of things that makes extinguishing fires impossible sometimes when it shouldn't be.

I couldn't fit doors in the title, but yeah, that should also stop extinguishing obviously
