PDA Message board

• Add a program to PDA's that is essentially a message board.
  
• Most users can create a thread, or post in threads. 
  
• Posts have 140 character limit, threads are autolocked after 10 posts, and a max of 5 threads can exist at a time. Making a new thread after that auto deletes the oldest thread
  
• Heads can delete posts and threads, as well as sticky them.
  
• Toggle notifications for new threads, posts in threads you made, and posts in threads you posted in, or any new post
