Annoying to use cameras

Televisions, Security Cameras, and Camera Monitor windows (the windows with the options of where to look) reset to the top/bottom after clicking on an area.

This makes it really annoying to use effectively.

I've argued before that using camera monitors should be like old AI camera system, but if the list didn't jump around the way it does that would solve a lot of my problems with it
