How about medbay has a couple brightly coloured safety helmets that reduce the rate people bump their heads? Not reduce to zero, but reduce. They would look SUPER dumb and we could mock people wearing them. They should also work like electropacks and straightjackets, where you can't remove it yourself- other people have to.

What about just adding this functionality to bucket helmets? That way they'd get more use, and the silliness is guaranteed. Should they be made nonremovable though?

I think if people are going to try to negate negative effects that are mostly (now) going to be from a trait THEY CHOSE, they should have wear their Scarlet Letter 24/7, personally.
