Constructed AI missing commands

When you become an AI constructed from robotics, the only commands available to you are 'AI PDA', 'Access Internal Radios', 'cancel camera view', 'change camera network', 'deploy to shell' and 'open nearest door to...'. Any other commands (like e.g. tracking people or checking your laws) are missing.
