Basically a telecrystal costing gadget you can place over an particularly active ATM and get remote access to someone's bank account.
Wack it with your card and you get some cash out of their bank account any time someone uses it.
Could be mass produced with mechanics access and a tator device scanner.
Can be removed by screwdriver + crowbar.
