I tested it ingame today and fallout doesn't do anything when used inside a canister bomb besides act identical to plasma or any other gas.
If fallout dramatically affects TTV bombs then having a reason to go the extra mile and put it into canister bombs would be cool too, and as far as I can tell it just hasn't been implemented because nobody thought about it. I don't mean impact the size of the crater the bomb leaves (unless you want to I'm not opposed to it) because canister bombs are probably big enough but I expected using pure fallout to massively or at least moderately irradiate people in the blast radius.
I don't think it would be overpowered to implement this because you need everyone in the server to cooperate for long enough for you to actually get a decently sized canister bomb, and collecting fallout gas is just another step to that entire process that would make the outcome a little more worth it.
I don't think anything I've said here outright spoils bomb mechanics or if that's even a secret but sorry if it does, I can't find any options for censoring it.
