Does a character who's a time traveler make sense or work in the lore?

Exactly as the title says - is time travel a thing that exists in this universe? Either present day or in the near future? Could a character being a time traveler make sense?

Yes time travel exists, there is a ship from the future off station and you can bring it's robuddy back it will keep quoting things that it finds odd in the past.

Would a charater from the future work? To a degree... thats for you to try out.

I think we generally accept whatever as long as it's done with some effort and doesn't give you an unfair advantage. (like there was a gripe a lot of people had a few years ago about if characters wearing sunglasses and gas masks as part of their "lore" gave them too much of a mechanical advantage)
so as long as you're not doing anything too wild like "actually, you didn't shoot my guy because my guy traveled through time and saw that you were gonna shoot him so he shot you first so actually youre dead now instead", I reckon nobody will complain

but in my personal opinion, if the canon is already making people immortal by transferring their souls into cloned bodies , time travel seems well within reason

Time travel isn’t part of the official lore, but SS13 is pretty flexible, especially on RP servers. If you play it more like a gimmick or a weird bluespace accident, it could work. Just don’t use it to metagame or mess with other people’s stories.
