I strongly feel that Spacemen the Grifening is a very promising idea that just needs a little tweaking to achieve its potential. The biggest issue behind a collectable trading card game in a game like SS13 is that once the round is over, your precious deck is lost to the void. However, we could fix this by implementing a persistent deck solution.
One solid option would be to have one of the deck interactions be to copy the list of cards contained within to the clipboard or printed to the chat. The downside of this would be that people could easily edit the list to contain whatever cards they wanted, messing with the collecting part of the game.
Another slightly more complex option would be just like the previous one, but to have the deck list encoded into a string of characters that are not human readable. This string could be decoded by the game into a usable deck list. Plus, unlike the first option, players can only generate deck codes of decks that exist in game from collected cards.
With either of these solutions, there would only be utility if you were able to take the code and use it to actually create a deck. Maybe a kind of "deck printer" item in the gaming vending machine would be a good way to deal with this. Players interested in StG would be able to see that this is an option if this were the case.
Another, even MORE complex solution could be to have a ACBU style character-based persistent storage of deck data, that could be accessed through a kind of interface with perhaps a card collection case item in the gaming vending machine. However, I think the overhead and complexity would be highest in this case.
As an occasional player of Magic the Gathering, I would absolutely love to see people care about collecting and battling their decks. It would bring a degree of nerditude never before seen. Kids these days care too much about boxing and not enough about collecting trading cards
