Gang member occupation preferences

I really like the gang gamemode on RP. I think the change of making it random is great, but since it's a team based gamemode, gang member really need to have its own tab in the occupations preferences.

It's not fun to play a team based antag with someone that does not want to be there nor is it fun to play an antag you are not interested in.

I'm pretty sure this is just some sort of oversight, this should have been in the game since the random gang PR.

It uses the Gang Leader preference for now. As all other game modes if there aren't enough people it picks from people with it disabled. Making a new Gang Member preference would be good though. If someone wants to code it then the gang sizes / count could also scale based on the number of people with it on.
