Title.  Attempting to use the deconstruction device just says that you don't have access to operate it, regardless of your actual access level.

From the code this seems to be explicitly intended. But I'll wait for mbc to confirm.

I think it's supposed to be intended for the round start one, but not ones that are deployed by traitor mechanics with the syndicate analyzer. I think mbc likely didn't think to make there be a difference between the two.
