It'd be a nice feature and I'm fairly certain it wouldn't break too much. Hopefully.
Example: If I wanted to use the freeform to add "Law 2: You must rhyme when speaking" it would push down the old law 2 and law 3 to make room for this new law 2.

Im pretty sure there is a very very good reason free forms are only put in AFTER the first three laws.

you can just use a law 0 law module as a freeform anyways, just put the actual law and end it with ". Mr Muggles"

The laws don't contradict each other based on their spot on the list anyway, so it seems like a feature for a problem that doesn't exist honestly.

In the event of a contradiction you go with the lower numbered law unless it says otherwise.
