Bring back b-ball wizard

Apparently they currently exist in the code but require the ability holder to be assigned manually. Basically give wizmen a random chance to spawn as one of these instead of a normal wizman on wizard.

I think people have wanted to be able to spend all their spell slots to become a B-Baller for a long time.
