Major CHUI windows get stuck in a refresh loop sometimes requiring a restart

With CHUI on some windows that refresh often can either make clicking the links in the window impossible or just plain make everything unresponsive requiring a restart. In both cases the window keeps flashing white as it refreshes. It's possible this happens only on higher ping, I'm usually at ~90ms and offering l others have reported this at ~100ms or so. The worst offender seems to be the QM barcode machine which freezes my game so much that I'm unable to turn off CHUI and need to completely restart. Hacking stuff is pretty bad to t, especially with APCs. And generally turning CHUI off makes the windows load faster as if the CSS and other resources got downloaded every time or something.

Others have reported getting locked out of the game like this when using the telescience console or fabricators.

Steps to reproduce:

1. Turn CHUI on
   
2. Get 90+ ms ping (or maybe not, ping could be unrelated)
   
3. Click on the QM barcode machine / Try hacking an APC or a door
